Kenneth E. BeLieu, 87, a former aide to President Richard M. Nixon who retired as executive director of the National Petroleum Council, died of cancer Feb. 10 at the Johnson health center at the Falcons Landing retirement community in Sterling. He directed the council, an oil and natural gas advisory committee to the secretary of energy, in the late 1970s. During the Nixon administration, he served as a congressional liaison and as undersecretary of the Army. Mr. BeLieu was born in Portland, Ore. He was a graduate of the University of Oregon and did graduate work in business at Harvard University. He served in the Army for 18 years and saw action in Europe during World War II and in Korea during the Korean War. He was awarded a Silver Star after temporarily assuming command of a tank unit that fought German panzer tanks near Saint-Lo, France. He lost a leg during combat in Korea. He retired on medical disability as a colonel in 1955, after serving as executive to the secretary of the Army. His other honors included a Legion of Merit, a Bronze Star, two Purple Hearts and an Air Medal. Mr. BeLieu went to work on Capitol Hill in the mid-1950s as staff director of the Senate Armed Services Committee and later was staff director of the committee's preparedness investigating subcommittee. President John F. Kennedy appointed him as assistant secretary of the Navy for installations and logistics in 1961, and he served as undersecretary under Kennedy and President Lyndon B. Johnson. In 1966, he became president of the Leisure World Foundation in Irvine, Calif. After he retired from government in 1979, he became a consultant. His interests included writing and oil painting. He was a member of organizations that included the Retired Officers Association and Second Division Association. His marriage to Dorothy BeLieu ended in divorce. Survivors include his wife of 49 years, Margaret W. BeLieu of Sterling; a son from his first marriage, Kenneth BeLieu Jr. of Trout Lake, Wash; a son from his second marriage, Christopher BeLieu of Mechanicsburg, Pa; six grandchildren; and seven great-grandchildren.
