  • Obituary: An obituary appeared in the Joan "Joanne" Nye Stacer January 18, 1925 - January 17, 2010 OLYMPIA, Wash. - Joan Nye Stacer, 84, Olympia, Wash. passed away with her family at her side the evening of January 17, 2010 at St. Peter Hospital in Olympia, Wash. from complications of Sepsis and Gaite Apraxia. Joan "JoAnn" was born at home on January 18, 1925 in Boise, Idaho. Her parents graduated from Colorado State College; her mom a dietitian, her father a veterinarian/sheriff in Ada County Idaho (later the State Vet for Montana. Growing up in the depression was hard. Her parents had to go where the jobs were separately. Joan grew up moving around: Boise, San Diego, Salt Lake, Portland, settling in Salem, Oregon. She enjoyed her family homesteads in Idaho and Colorado. Joan's time with parents, cousins, aunts, uncles, grandparents, and family was very precious to her. She visited often her entire life and with her own family in tow. An avid letter writer, she loved to send cards and notes for every occasion to those she loved and cared about. She graduated in 1943 from Salem High School. Her passion was volunteering. She received formal Nurse's Aide Corps training during WWII and received the Volunteer Special Services Award from the American National Red Cross at age 19. She was a volunteer at the Oregon School for the Blind in her teens and the Deaconess Hospital in Portland in her 20's, and she continued to volunteer all her life. She always thought of others before herself; making sure everyone knew each other and felt accepted. She worked at Portland General Electric in the 1940's, and Salem Federal Savings & Loan in the 1950's - 60's, as a teller/assistant to the president of the bank. She married the love of her life, Thomas C. Stacer in 1950, who was the Assistant Attorney General of the Forestry Department/State of Oregon. Their future together would include 38 wonderful years of marriage together until his passing in 1988; a daughter named Kathleen in 1959; and a son, Brian Robert Stacer, who passed away at 10 days of infancy. Hiking the Cascade range, one of her favorite accomplishments: climbing Mt. St. Helen's in the 1950's again in the 1960's with her husband and their friends. Having stood atop the majority of the highest peaks of the West Coastal range from Mt. Shasta in Calif. to Mt. Eleanor in the Olympics of Wash., only Mt. Hood & Mt. Rainier's summit's escaped her footsteps. The family relocated in 1970 to Olympia, Washington. Joan was a caregiver to both her mother Edith, who had a stroke at 61 and passed at age 71; and her mother-in-law, Margaret, until she passed away at 94. She loved to care for people and she cared deeply for others. She was active in the First United Methodist Church for over 50 years, both in Salem and Olympia. Joan was a 12 year Campfire leader, a PTA volunteer, March of Dimes worker, Hospice volunteer, Officer of the Olympia Garden Club and the Washington State Federation of Garden Clubs. Her love of birds was second to none. Her never ending support for nature and the fight to conserve world resources for the future was a mission that she worked on weekly her entire life. She was a very important daily influence in her grandchildren's lives; always supporting their dreams for success in the future. She was truly the Lady on the Cameo Pin. Always doing things properly, politely and considering how others would react to situations and events in life. We will miss her smile, her warm and kind words of support to others in time of need, her love for her family and friends, her courageous spirit to stay independent in her later years and her never ending love of life and quest to learn new things. She is preceded in death by her parents, William "Bill" Clinton Nye & Edith Baker Nye; infant son, Brian Robert Stacer; and her husband, Thomas C. Stacer. Joan is survived by daughter, Kathleen "Katie" Stacer Frank (David) of Olympia; granddaughter, Monique Halgat of Portland; step-granddaughters, Jessica Halgat (great-granddaughters, Ryliegh & Madison) and Alby Loula of Boise and stepsons, Coletun Frank, USMMA-NY and Kellan Frank, Federal Way, Wash; cousins, Charles Gebhard, Denver, Colo. & Paul Gebhard, Nashville, Tenn., Millie & Donna Phillips, Pearl City, Hawaii; nephew, Jeff Stacer (Deena), San Diego; nephew, Rick Stacer; niece, Tara Jo Stacer; sister-in-law, Evelyn Stacer, all who reside in Colorado, along with several additional cousins. A Memorial Service and Life Celebration Reception will be held at 11 a.m., on Saturday, July 10, 2010 at First United Methodist Church of Olympia, 1224 Legion Way, SE, Olympia, WA 98501.   • Obituary*: An obituary appeared in the A memorial service for former Richmond City Manager James M. Fales Jr. will be held Monday at 4 p.m. at Redwood Chapel, 845 Woodside Road in Redwood City. He died Thursday at Sequoia Hospital after a short illness.
    Mr. Fales, 62, had lived in Redwood City for the past 22 years. He served as city manager for a number of Bay Area cities, beginning his career in city government in 1956 as assistant to the city manager of Berkeley. He was named city manager of Pleasanton in 1960 and held that post until 1972, when he became city manager of Redwood City. He also was city manager of Richmond and interim city manager for Fairfax, Hayward and Woodside.
    He was born in San Francisco and became a star football player for the University of San Francisco. He had a brief professional football career with the Green Bay Packers and received his master's degree from the University of California at Berkeley.
    In addition to running his own consulting firm, he was a representative at the League of California Cities and the Association of Bay Area Governments and a member of Palo Alto Elks Lodge 1471 and the Sequoia Club of Redwood City. He was the former executive vice president of the International City Managers Association.
    Mr. Fales, who was divorced, is survived by his son, James Fales, and his daughter, Stacy Ricci, both of San Carlos.
